More than 11,000 submissions were received during the scoping comment period. From those submissions, more than twenty thousand unique comments were identified. This tool allows anyone to search all comments gathered during the scoping comment period by keyword, commenter name, and comment ID. Please help us test it at

If you are specifically looking for comments contained in "form letters" (which is any document submitted by a group), please use the Form Letter Search. Then, in the search returns, select the "View Submission" link to the left of each name.
