- Significant
- As used in NEPA determination of significance, requires consideration of both context and intensity. Context means that the significance of an action must be analyzed in several contexts, such as society as a whole and the affected region, interests, and locality. Intensity refers to the severity of the impacts (40 CFR 1508.27).
